Any national of the Republic of Korea who stays in a certain area of a foreign country with the intention of residing or staying there for not less than 90 days, shall register as a Korean national residing abroad under the 「Registration of Korean Nationals Residing Abroad Act」.

Registration of Korean Nationals Residing Abroad
- Registration of Korean nationals residing abroad (hereinafter 'registration) is designed to have nationals of the Republic of Korea residing or staying abroad registered, in order to promote conveniences of their activities at home and abroad and contribute to the establishment of policies to protect them by understanding their current status (Article 1 of the 「Registration of Korean Nationals Residing Abroad Act」).
Persons Subject to Registration
- Any national of the Republic of Korea who stays in a certain area of a foreign country with the intention of residing or staying there for not less than 90 days shall register according to the 「Registration of Korean Nationals Residing Abroad Act」 (Article 2 of the 「Registration of Korean Nationals Residing Abroad Act」).
Registration Period
- Any Korean national residing abroad subject to registration shall register with an embassy, a consulate general, a consulate, a sub-consulate or a consulate branch office (hereinafter referred to as a 'diplomatic mission of registration') of the Republic of Korea that has jurisdiction over his address or residence within 30 days from the date of having an address or residence in a certain area of a foreign country (Article 4 of the 「Registration of Korean Nationals Residing Abroad Act」).
Prohibition of Duplicate Registration
- Any Korean national residing abroad shall be prohibited from filing duplicate registrations (Article 5 of the 「Registration of Korean Nationals Residing Abroad Act」).
Application for Registration of a Korean National Residing Abroad
Any Korean national residing abroad who intends to register (hereinafter referred to as a 'Korean national residing abroad subject to registration') shall register matters falling under each of the following with a diplomatic mission of registration by submitting an application for registration of a Korean national residing abroad (Form no. 1 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」 ) (Article 3 of the 「Registration of Korean Nationals Residing Abroad Act」 and Article 2 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」):
· Name
· Date of birth and resident registration number (limited to any person who has completed his domestic resident registration)
· Gender
· Place of register (limited to any person who established such place of register)
· Occupation and institution whereto he belongs
· Military service (limited to a male)
· Purpose of stay and status; and
· Address or residence, telephone number and other contact information in the residing country
The applications for registration may be filed by submission of documents, by fax or electronic documents, or other methods (Article 11 of the 「Registration of Korean Nationals Residing Abroad Act」 ).
- Where applying by mail, a copy of the passport shall be attached (Article 2.(1) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」 ).
- The head of a household or a person who replaces him may apply for registration on behalf of those who share the same household and are subject to registration (Article 2.(2) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
- When deemed necessary by the head of a diplomatic mission of registration, the applicant may be requested to submit a copy of the passport, a basic certificate from among family relations certificates, a certified copy of the resident registration, or other documents that certify the applicant is a Korean national; Provided that where the information of such documents can be confirmed through joint use of administrative information (Article 36.(1) of the 「Electronic Government Act」), such documents need not be submitted (Article 2.(3) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).

Issuance of a Certified Copy of Registration of a Korean National Residing Abroad
Certified Copy of Registration of a Korean National Residing Abroad
- A certified copy of registration of a Korean national residing abroad (hereinafter “certified copy”) may be considered as a document confirming the fact of residing or staying overseas, which is verified and issued by the head of the diplomatic mission of registration (Article 7.(2) of the 「Registration of Korean Nationals Residing Abroad Act」).
Application for Issuance of a Certified Copy of Registration of a Korean National Residing Abroad
- Application method
· Any person who has registered with a diplomatic mission as a Korean national residing overseas (hereinafter referred to as a 'registered Korean national residing abroad') may apply to the Minister of Foreign Affairs or the head of the diplomatic mission of registration for the issuance of a certified copy of his registration with an application for issuance of a certified copy of registration of a Korean national residing abroad (Form no. 4 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」) (Article 7.(1) of the 「Registration of Korean Nationals Residing Abroad Act」 and Article 4 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」).
· A registered Korean national residing abroad may apply to the Minister of Foreign Affairs or the head of the diplomatic mission of registration for the issuance of a certified copy of his registration (Form no. 3 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」) by submitting an application by mail, faxing such form, or submitting it as an electronic document: Provided that application for issuance of a certified copy by submission of an electronic document is permitted only at diplomatic missions of registration where computerization has been completed (Article 5.(1) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」 and Article 4 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」).
· A person who requested issuance of a certified copy shall submit his resident registration card or other ID cards that can confirm his identity when receiving a requested certified copy (Article 5.(2) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
· A person who intends to request issuance of a certified copy as a proxy shall attach a power of attorney by the concerned registered person to the issuance application and directly submit the documentation. The proxy's resident registration card or other ID card that confirms his identity shall be presented (Article 5.(3) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
- Fee
· A person who wants to have a certified copy issued shall pay a fee corresponding to US 50 cents (KRW 600 when receiving in the ROK) (Article 6 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」).
Issuance of a Certified Copy of Registration of a Korean National Residing Abroad
- The Minister of Foreign Affairs or the head of the diplomatic mission of registration shall issue a certified copy within three hours of receiving an issuance application; Provided that where computerization is not completed between the Ministry of Foreign Affairs or the corresponding diplomatic mission of registration, the Minister of Foreign Affairs shall issue a certified copy within 48 hours (Article 6 of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
Report on Change, etc.
Report on Change
- When any registered matters in the following change, a registered Korean national residing abroad shall report such changes within 14 days from the date of change by submitting a report on change in registration of a Korean national residing abroad (Form no. 5 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」) (Article 8 of the 「Registration of Korean Nationals Residing Abroad Act」 and Article 5 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」).
· Name
· Date of birth and resident registration number (limited to any person who has completed his domestic resident registration)

· Place of register (limited to any person who established such place of register)
· Occupation and institution whereto he belongs
· Military service (limited to a male)
· Purpose of stay and status; and

- A report on change may be submitted by mail, fax, or as an electronic document; Provided that a report on change by submission of an electronic document is possibile only at diplomatic missions of registration where computerization has been completed (Article 11 of the 「Registration of Korean Nationals Residing Abroad Act」 and Article 7.(1) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
Report on Change In The Address or Residence
- Any registered Korean national residing abroad, when he changes his address or residence and belongs to the jurisdiction of a different diplomatic mission of registration, shall submit a report on change in the address or residence of a Korean national residing abroad (Form no. 5 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」) to a diplomatic mission of registration that has jurisdiction over his new address or residence (hereinafter referred to as the 'head of a diplomatic mission of registration at the new address') within 30 days of the change in addition to a report on change (Article 9.(1) of the 「Registration of Korean Nationals Residing Abroad Act」and Article 5 of the 「Enforcement Rule of the Registration of Korean Nationals Residing Abroad Act」).
- A report on change in the address or residence may be submitted by mail, fax, or as an electronic document; Provided that a report on change in the address or residence as an electronic document is possibile only at diplomatic missions of registration where computerization has been completed (Article 11 of the 「Registration of Korean Nationals Residing Abroad Act」 and Article 7.(1) of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).

Duty of those Engaged In The Tasks Related to Registration of Korean Nationals Residing Abroad
Persons who are engaged or used to be engaged in tasks for registration of Korean nationals residing abroad, or others who came to know about registered matters of Korean nationals residing abroad in the course of performing their business shall not divulge such to others (Article 9 of the 「Enforcement Decree of the Registration of Korean Nationals Residing Abroad Act」).
