A Korean national of 19 years of age or above shall have a voting franchise for the election of the President, members of the National Assembly, local council members, and the head of the local government. The population constituting a basis of election affairs management under the 「Public Official Election Act」 shall be subject to the recent population statistics surveyed on the basis of resident registration cards and report of Korean address register.
In the case of the election of the local council members and the head of any local government, foreigners for whom 3 years lapse from the date on which they obtain their permanent stay statuses and who are entered in the foreigner registration records of the relevant local government also have the right to vote.
